Specifying a distribution transformer for Uzbekistan

Uzbekistan’s regional distribution networks, run by Regional Electric Networks JSC (Hududiy Elektr Tarmoqlari), operate at 0.4, 6, 10, 35 and 110 kV, and the national installation rules cover 6–35 kV networks at 50 Hz. Product-safety rules were reissued in 2025, so check which conformity document your buyer expects before you quote.

SourceWhat it says
Regional Electric Networks JSC (het.uz)Operates 0.4-6-10-35-110 kV electric networks through regional branches and district and city supply enterprises
Electrical Installation Rules, part 1 (clause 1.2.16)Networks of 6–35 kV are operated with an isolated neutral or a neutral earthed through an arc-suppression reactor or resistor; 6, 10 and 15–20 kV are named as separate levels
Electrical Installation Rules, part 1Rules for installations of AC at 50 Hz; low-voltage networks are referred to as networks up to 380 V (clause 1.5.36)

Conformity: the regulator and the 2025 low-voltage regulation

Technical regulation and certification are handled by the Uzbek Agency for Technical Regulation under the Cabinet of Ministers (set up by Presidential Decree PQ-91 of 28 February 2024).

The Cabinet of Ministers approved a technical regulation on the safety of low-voltage equipment, UzTR.216-042:2025 (Resolution No. 216 of 9 April 2025), which takes effect six months after official publication and carries an annex listing the equipment that must go through mandatory conformity assessment. Whether a transformer with a 6 or 10 kV winding is on that list, or falls under the regulation at all, should be confirmed with your buyer or with an accredited certification body.

In public procurement files, UZ certificates of conformity for locally made ТМГ oil-immersed transformers appear (for example one issued in 2023 by a certification body accredited in Uzbekistan, certification scheme 3, valid for three years). That certificate names ГОСТ 14695-97 and ГОСТ Р 52719-2007 among the standards used.

What our published ratings cover

  • Oil-immersed S11 is published for 6, 6.3, 10, 10.5 and 11 kV (30–4500 kVA); S13 for 6, 6.3 and 10 kV, 0.4 kV (30–3150 kVA). Vector groups: S11 (10/11 kV class) Dyn11 / Yyn0 / Yzn11, S13 Dyn11 / Yyn0; IEC 60076.
  • Loss values in the published tables are 50 Hz guarantees, the same frequency as the Uzbek grid.
  • Low voltage: 380 V and 400 V are both among the published oil-immersed options (380 / 400 / 415 / 433 V).
  • Dry-type SC(B)11 / SC(B)13: 6–15 kV, 30–2500 kVA, which includes 6 and 10 kV.
  • 35 kV: YBW compact substations and power transformers of 5000–31500 kVA are published for 35 kV. 6 kV compact substations are quoted on request.
  • ГОСТ-based loss classes, marking, test protocols and any UZ certificate: confirmed per order.
