Key facts
- SPLN D3.002-1:2020 covers three-phase ONAN transformers used within PLN. [1]
- For resistance-earthed MV networks, the standard specifies Yzn5 at up to 160 kVA and Dyn5 above 160 kVA. [1]
- The HV tapping has seven positions, in 2.5 % steps, with tap 3 as the principal tap. [1]
- The source is a public copy; confirm the edition and requirements with the PLN unit or tender. [1]
Identify the edition and application
SPLN D3.002-1:2020 is attached to PLN Directors’ Regulation No. 0028.P/DIR/2020. The public copy used here revises the earlier distribution-transformer specifications. Confirm it with the PLN unit or tender before treating any value in this guide as a contractual requirement. The copy is publicly circulated rather than an open PLN publication page. [1]
The scope is three-phase ONAN equipment used within PLN. The revision adds YNd5, revises no-load losses and specifies a five-limb design for YNyn0 units; single-phase transformers are removed from this scope. Ratings of 1,000 kVA and above in the standard apply only to YNd5. Do not extend that rating list to an ordinary step-down enquiry. [1]
The standard’s references include IEC 60076 parts covering general requirements, temperature rise, insulation, short-circuit withstand, loading and sound, as well as references for oil and bushings. Ask the tender issuer to identify the exact tests and supporting documents needed for the order. Referencing an IEC family in a catalogue does not settle every PLN requirement. [1]
Specify the vector group, voltage and taps together
For resistance-earthed MV networks, clause 6.2 specifies Yzn5 for ratings up to and including 160 kVA and Dyn5 for higher ratings. For solidly earthed MV networks it specifies YNyn0. YNd5 is the step-up arrangement for power plants. Confirm the network earthing with the receiving PLN unit before choosing the vector group. [1]
Table 1 gives 20 kV primary and 400 V secondary for Yzn5, Dyn5 and YNyn0. YNd5 reverses that direction: 400 V to 20 kV. Frequency is 50 Hz, consistent with the nominal 50.00 Hz in the ESDM Grid Code. Keep the direction of power conversion clear in the enquiry. [1, 2]
Clause 6.4 places tapping on the HV winding, with seven positions and a +2 × 2.5 % / −4 × 2.5 % range. The voltage sequence is 21, 20.5, 20, 19.5, 19, 18.5 and 18 kV, with tap 3 the principal tap. Our published catalogue tapping is ±5 % / ±2 × 2.5 %, so it must not be described as the same arrangement. [1, 3]
Compare Table 3 with the published S11 catalogue
Table 3 sets maximum losses. The comparison below pairs those limits with our published S11 20 kV values at the shared ratings. Load-loss maxima are stated at 75 °C. The catalogue loss values and impedance are taken directly from the published product data when this page is built. [1, 3]
Both catalogue loss values exceed the corresponding SPLN maxima in every row shown. The catalogue also specifies Dyn11 and has higher published impedance than the Table 3 nominal value for these ratings. The catalogue S11 20 kV units are therefore not SPLN-compliant as published. Do not use a matching voltage or capacity as a compliance declaration. [1, 3]
A PLN-spec design is on request. Ask for an explicit offer against Table 3, the required Dyn5 or Yzn5 group, the seven-position tapping and the specified temperature rises. Review each offered value against the tender before accepting a substitution. The comparison is a specification check, not evidence of previous PLN supply.
| kVA | SPLN no-load max | S11 no-load | SPLN load max (75 °C) | S11 load | SPLN impedance | S11 impedance | Loss check |
|---|---|---|---|---|---|---|---|
| 50 | 90 | 130 | 800 | 960 | 4 | 5.5 | Both above maxima |
| 100 | 145 | 200 | 1420 | 1650 | 4 | 5.5 | Both above maxima |
| 160 | 210 | 290 | 2000 | 2420 | 4 | 5.5 | Both above maxima |
| 250 | 300 | 400 | 2750 | 3350 | 4 | 5.5 | Both above maxima |
| 400 | 430 | 570 | 3850 | 4730 | 4 | 5.5 | Both above maxima |
| 630 | 600 | 810 | 5400 | 6820 | 4 | 6 | Both above maxima |
Check service conditions and construction
Clause 5 states altitude up to 1,000 m and ambient up to 40 °C, with daily and yearly average design references of 30 °C. Supply THD and load-current harmonics are each limited to 5 % on the stated bases. It specifies moderate pollution and no seismic exposure. Send actual site conditions with the enquiry and flag anything outside that envelope. [1]
The insulation levels are HV lightning impulse / AC 125/50 kV and LV AC 3 kV. Insulation class is A, 105 °C. Maximum temperature rises are 50 K for top oil and 55 K for average winding. Include those rise limits in the offer review rather than relying on a generic oil-immersed description. [1]
The construction provisions describe outdoor designs at up to 400 kVA and indoor designs from 160 kVA. Units up to 100 kVA have a total-weight limit of 700 kg, and components must resist the Indonesian climate. State the installation arrangement and ask the supplier to confirm the applicable construction requirements. [1]
Separate the PLN specification from import checks
The ESDM Regulation 7/2021 Annex I mandatory-SNI list reviewed for our Indonesia market note does not contain distribution transformers. That finding is limited to that list. Ask your customs broker to check the Ministry of Industry list and the current treatment of the intended transformer before shipment; do not infer a blanket exemption from product certification. [4]
Send the PLN unit or end-user specification, required rating, vector group, installation conditions and requested evidence together. Ask for deviations to be written into the offer. A clear comparison makes it easier to decide whether a catalogue design is suitable or whether the enquiry needs a dedicated design on request.
Step-by-step checklist
- Obtain the applicable SPLN edition and tender from the receiving PLN unit; confirm the public copy against it. [1]
- Confirm earthing, transformer direction, rating and vector group, then specify the required tapping. [1]
- Compare the offer with Table 3 losses and the specified insulation and temperature-rise requirements. [1]
- Provide site conditions and installation arrangement; request a PLN-specific design on request where the catalogue differs. [1, 3]
- Ask the broker to check applicable import and mandatory-SNI requirements separately. [4]
Frequently asked questions
Is the published S11 20 kV catalogue SPLN-compliant?
No. Its losses exceed SPLN Table 3 maxima at every common rating, and its Dyn11 vector group and published tapping differ. A PLN-spec design is on request. [1, 3]
Which vector group applies to a 250 kVA resistance-earthed installation?
The public copy specifies Dyn5 above 160 kVA on resistance-earthed MV networks. Confirm the application with the receiving PLN unit. [1]
Can I use the larger YNd5 ratings for a standard step-down enquiry?
The ratings of 1,000 kVA and above in this standard apply only to YNd5, the power-plant step-up type. Confirm the appropriate specification for a different application. [1]
Does absence from the ESDM list settle SNI requirements?
No. Distribution transformers are absent from the reviewed Annex I list, but your broker should check the Ministry of Industry list and current import requirements. [4]
